IDA International to collaborate with the Russian Federation on ICT initiatives
MOU sealed with Ministry of Telecom and Mass Communications
The Russian Federation and Singapore took a step toward strengthening their working alliance yesterday with the signing of a Memorandum of Understanding (MOU) between IDA International and Russia’s Ministry of Telecom and Mass Communications.
The MOU was signed by Mr. Ilya Massukh, Deputy Minister of Mass Communication of the Russian Federation and Mr. Seah Chin Siong, CEO of IDA International, in the presence of Singapore’s Acting Minister for Information, Communications and the Arts Mr. Lui Tuck Yew and Deputy Prime Minister of the Russian Federation Mr. Sergey Sobyanin. The MOU defines the framework within which both organisations can explore opportunities to collaborate on Infocomm Technology (ICT) activities and projects related to government eServices, with the intent of promoting closer co-operation between the ICT sectors of the Russian Federation and the Republic of Singapore.
Under the MOU, both parties have a mutual understanding to collaborate in the following areas
for the next three years:
- The acceleration of Russian eGovernment programmes through master planning, Diagnostic Workshops, and Consultancy Services such as Business Process Reengineering and Enterprise Architecture Design;
- The design and development of eGovernment programmes in the area of training curriculum development and the conduct of eGovernment training programmes for public sector employees.
- The development of publicity programmes to showcase Russia’s eGovernment plans and achievements.
“With what we have shared during the recent IGC meeting, this MOU is timely as it will allow Russia to proceed further with its future plans in the area of technology,” said Mr. Massukh. Sharing this sentiment, Mr. Seah also added, “This is a significant milestone for collaboration between Russia and Singapore in the area of public service infocomm. We are excited about the opportunity to share our ICT journey and look forward to a successful partnership with the Russian Federation.”
